The organization of the Veterinary Directorate as an entity within the Ministry is governed by the Rule Book on Internal Organization and Systematization of Work Positions in the Ministry of Agriculture, Forestry and Water Management.

Certain tasks within the scope of the Veterinary Directorate are performed outside the head office of the Veterinary Directorate.

The Veterinary Directorate, as an entity within the Ministry of Agriculture, Forestry and Water Management, performs state administration tasks and professional tasks related to animal health care, veterinary and sanitary control in production and internal and external trade of animals, products, raw materials and waste of animal origin, seeds for artificial insemination, fertilized egg cells for fertilization of animals, embryos and other organisms and items which can be engaged in transmitting an infectious disease, animal feed and components for the production of foodstuffs of animal origin (slaughterhouses, dairies, etc.), control of facilities for the production of food for animals and harmless removal of carcasses and waste of animal origin, as well as facilities for their processing, production control and internal and external trade of drugs and biological agents for veterinary use, as well as other tasks specified by the law.

  1. Department of Animal Health Care performs tasks related to the following:
  • Participation in the preparation of a long-term animal health care strategy, program of animal health protection measures, special animal health protection programs against infectious animal diseases, program for the certification of farms free from infectious animal diseases;
  • Monitoring the implementation of the animal health care program;
  • Monitoring the epizootiological situation in the Republic and the world;
  • Monitoring the implementation of measures to prevent the emergence, spread and to eradicate infectious diseases;
  • Envisaging veterinary sanitary conditions in quarantine;
  • Preparation of the programs and monitoring of the implementation of marking, registration, monitoring of movement and traceability of animals;
  • Guidance; management of software applications within the Ministry’s information system related to animal health care, including animal marking;
  • Preparation of procedures for obtaining the status of a country free from certain infectious animal diseases according to OIE standards and EU requirements;
  • Participation in the preparation and implementation of projects in the domain of animal health care;
  • Participation in the evaluation of the effectiveness of the system and the preparation of proposals for corrective measures of veterinary-sanitary control, as well as the development of procedures for the introduction of a quality management system for the protection of animal health and welfare;
  • Participation in the EU accession process related to Chapter 3 and 12;
  • Participation in cooperation with OIE and other international organizations dealing with animal health care;
  • Performing other tasks in this domain.

In the Department of Animal Health Care the following smaller internal units are formed:

  • Division for Epizootics, Quarantine and Management of Endemic Animal Diseases;
  • Center for Crisis Planning and Management of Particularly Dangerous Infectious Diseases;

Division for Epizootics, Quarantine and Management of Endemic Animal Diseases performs tasks related to the following: preparation of professional bases for a long-term animal health care strategy, programs for prevention, monitoring, suppression and eradication of endemic animal diseases, monitoring their implementation; monitoring of the epizootiological situation; establishing a system of certification of farms free from infectious animal diseases and monitoring the implementation of the program in order to obtain the status of the Republic free from infectious animal diseases; preparation of programs and preparation of quarantine solutions for the import of animals in order to prevent the introduction of exotic animal diseases; management of information systems for monitoring endemic animal diseases; preparation of the professional basis of the program of measures and special programs for the health care of domestic and wild animals; monitoring the implementation of the Animal Health Protection Measures Program and Special Health Protection Programs; monitoring and keeping records of the occurrence of infectious animal diseases and the measures taken; recording and analyzing data on the occurrence of infectious animal diseases and zoonoses and submitting reports on their movements to the Animal Health Care World Organization, the European Commission and neighboring countries, managing the information system of health care and notification of infectious animal diseases; participation in the preparation and implementation of national and international projects in the field of health care; participation in negotiations with the EU in this domain; performing other tasks in this domain.

Center for Crisis Planning and Management of Particularly Dangerous Infectious Diseases performs tasks related to the following: control, prevention and rapid response in crisis situations in the event of particularly dangerous infectious diseases of animals, i.e. infectious diseases of a wider scale; assessing the risk of spreading infectious diseases and planning activities for each specific case; planning and ensuring the execution of simulation exercises; management of the National Center for the Prevention and Control of Epizootics, i.e. the National Crisis Center, coordination of Regional and Local Centers for the Prevention and Control of Epizootics, i.e. the National Crisis Center and activities in accordance with a special regulation (Crisis Management Plan); monitoring the implementation of measures to prevent the emergence, spread and to eradicate infectious diseases and proposing the determination of the borders of the infected and threatened areas in the field in accordance with the decision on the declaration of the infection; implementation of emergency national (crisis) plans for the suppression of particularly dangerous infectious diseases; proposing and controlling the implementation of supervision and control activities, preparing operational procedures and instructions; coordination and participation in the work of expert groups and decision-making teams; taking measures to ensure the mobility of the veterinary department in terms of equipment and readiness for a quick response in case of epizootics.

Center for Crisis Planning and Management of Particularly Dangerous Infectious Diseases conforms to the group as a smaller internal unit.

Department of Animal Welfare and Veterinary Activity performs tasks related to the following:

  • Strategic planning and creation of professional policy and development programs in the area of animal welfare and veterinary activities;
  • Integrating the animal welfare management system and veterinary activities;
  • Development of programs and preparation of procedures and processes for determining the fulfillment of conditions for work, registration and approval of facilities, keeping, breeding and trade of animals, veterinary activity, laboratory activity;
  • Preparation of documents for the development, introduction and verification of internal control systems in the area of animal welfare and veterinary activities;
  • Planning, preparation and participation in the implementation of the program for the establishment and improvement of the National Animal Welfare System;
  • Keeping registers of facilities in the area of animal welfare and veterinary activity;
  • Participation in evaluating the effectiveness of the system and preparing proposals for corrective measures in facilities in the area of animal welfare and veterinary activities;
  • Performing other tasks in this domain.

Animal welfare Group performs tasks related to the following:

  • Monitoring the welfare of animals and preparing guidelines in the area of welfare and good handling of animals;
  • Keeping a Register of facilities where animals are kept, bred and traded;
  • Keeping the Registry of legal and physical entities/entrepreneurs who perform animal experiments, who breed animals for experiments and distribute experimental animals;
  • Keeping the Register of animal transporting companies, animal rest areas;
  • Creation of professional bases for drafting regulations in the domain of animal welfare and harmonization with the legal acquis of the European Union and OIE standards;
  • Performing other tasks in this domain.

Division for Veterinary Activities performs tasks related to the following:

  • Monitoring the functioning of the veterinary activity implementation system;
  • Envisaging conditions and keeping a register of entities engaged in veterinary activity;
  • Prescribing conditions and keeping a register of legal and physical entities for performing disinfection, disinsection and pest control in veterinary medicine;
  • Implementation of the procedure for entrusting certain professional tasks of the veterinary inspection to entities involved in veterinary activity;
  • Monitoring the results of conducted national and internationally organized inter-laboratory testing of laboratories;
  • Monitoring the implementation of the financing of animal health care measures, performing other tasks in this domain.

Department of Veterinary Public Health Care performs tasks related to the following:

  • Strategic planning and creation of professional policy and development programs in the area of food safety of animal origin, animal feed and by-products of animal origin;
  • Integrating the management system of animal health care and safety of food and products of animal origin;
  • Development of programs and preparation of procedures and processes for determining the fulfillment of veterinary-sanitary, i.e. general and special conditions for work, registration and approval of facilities for slaughtering animals, production and trade of food, products of animal origin, production and trade of animal feed and collection facilities, storage, processing, use and destruction of by-products of animal origin; preparation of documents for the development, introduction and verification of internal control systems of producers in the area of food safety, animal feed and secondary products of animal origin; planning, preparation and participation in the implementation of the program for the establishment and improvement of the national food safety system, animal feed and the system for the collection, storage, processing, use and destruction of by-products of animal origin;
  • Keeping registers of facilities in the area of veterinary public health; participation in evaluating the effectiveness of the system and preparing proposals for corrective measures in facilities from the area of veterinary public health;
  • Performing other tasks in this domain.

  • Division for registration and approval of facilities for food production and trade and development and establishment of food safety system of animal origin;
  • Group for the registration and approval of facilities for the production and trade of animal feed and the development, establishment and maintenance of a system for the management of animal by-products.

Division for registration and approval of facilities for food production and trade and development and establishment of food safety system of animal origin performs tasks related to the following:

  • Development, establishment and improvement of the national food safety system; monitoring of national and international regulations and standards in the area of general and special requirements for food hygiene in facilities dealing with food;
  • Defining the professional basis for drafting regulations and guidelines for the application of regulations from the scope of activities of the Department;
  • Planning, preparation and participation in the implementation of national and international programs and projects from the scope of activities of the Department;
  • Preparation of national programs for systematic monitoring of food of animal origin and animal feed safety;
  • Determination of requirements and implementation of training programs in the area of development and establishment of food of animal origin safety systems;
  • Approval of facilities for food production and trade, establishment and updating of registers of facilities in the area of production and trade of food of animal origin;

Group for the registration and approval of facilities for the production and trade of animal feed and the development, establishment and maintenance of a system for the management of animal by-products performs tasks related to the following:

  • Development and improvement of the national food safety system for animals;
  • Development and improvement of the national system for the management of by-products of animal origin which are not intended for human consumption;
  • Monitoring of national and international regulations and standards in the area of general and special requirements for the hygiene of animal feed and by-products of animal origin;
  • Registration and approval of facilities for the production and trade of animal feed and by-products of animal origin;
  • Establishment and updating of registers in the area of animal feed and by-products of animal origin, planning, preparation and participation in the implementation of national and international programs and projects;
  • Determination of requirements and implementation of training programs;
  • From the area of development, establishment and maintenance of the system for the management of by-products of animal origin;

Department for International Trade and Certification performs tasks related to:

  • Prescription of veterinary and sanitary conditions for the import, transit and export of consignments of animals, food, animal feed and components for animal feed, products of animal origin, waste of animal origin and reproductive material;
  • Monitoring of the epizootic situation in the exporting country and the country of transit and the identity of the veterinary sanitary control system, in connection with the analysis of risks in international trade;
  • Development of plans for systematic monitoring of import shipments;
  • Reporting changes to veterinary and sanitary measures implemented in the Republic of Serbia by the WTO and the EU;
  • Participation in monitoring and removing sanitary and phyto-sanitary barriers;
  • Preparation of platforms for bilateral cooperation;
  • Preparation of bilateral agreements for the transport of animals and other shipments that are subject to veterinary sanitary control in international trade;
  • Participation in evaluating the effectiveness of the system and preparing proposals for corrective measures of veterinary-sanitary control in the area of certification of animals, food and products of animal origin and animal feed, components for animal feed, waste of animal origin and reproductive material;
  • Preparation, issuance, recording and storage of international veterinary confirmations (certificates) and development of procedures for the introduction of quality management systems in this area;
  • Organization of the implementation of proposed employee trainings and keeping records of them;
  • Performing other tasks in this domain.

The following smaller internal units are formed within the Department for International Transport and Certification:

  • Group for certification and harmonization of veterinary-sanitary measures and
  • Division for international trade.
  1. Group for Certification and Harmonization of Veterinary-Sanitary Measures performs tasks related to the following: harmonization of international veterinary certificates for export and import of shipments subject to veterinary-sanitary control; evaluation of the equivalence of veterinary sanitary measures in relation to the measures prescribed in the Republic of Serbia, i.e. the country of export and the country of origin of the shipment; analysis of the application of veterinary-sanitary measures; reporting changes to regulations that affect the international trade of goods; preparation of reports, analysis and monitoring of the fulfillment of obligations arising from international cooperation; preparation of instructions on filling out and issuing veterinary certificates; performs other tasks in this domain.
  2. Division for international trade performs tasks related to the following: preparation of platforms for bilateral cooperation; preparation of bilateral agreements for the transport of animals and other shipments subject to veterinary sanitary control in international trade; monitoring of the epizootiological situation in the exporting countries; development of plans for systematic monitoring of import shipments; harmonization of procedures in the trade of goods in accordance with EU and WTO standards, scientific principles, international guidelines and recommendations; preparation of analyzes and reports on import, transit and export of shipments subject to veterinary-sanitary control and supervision; development of procedures for the introduction of a quality management system in the area of ​​preparation, issuance, records and storage of veterinary certificates; organization of the implementation of proposed employee trainings and record keeping; performs other tasks in this domain.

Department for Legal, General and Financial – Material Affairs performs tasks related to the following:

  • Proposing amendments and additions as well as harmonization with EU laws and standards, monitoring the implementation of planned legislative activities;
  • Preparation of opinions in the application of regulations from the scope of the Directorate;
  • Preparation of contract proposals and changes to contracts with users of budget funds;
  • Preparation of draft acts adopted by the Government of the Republic of Serbia;
  • Providing professional assistance to other organizational units;
  • Preparation of contract proposals and changes to contracts with users of budget funds;
  • Participation in the preparation of the proposal for the Rulebook on the internal organization and systematization of work positions in the Ministry – in the part related to the Veterinary Directorate;
  • Preparation of draft acts adopted by the Government of the Republic of Serbia;
  • Preparing responses to lawsuits, acting on citizens’ and legal entities’ petitions, drafting individual legal acts, evaluating the effectiveness of the system and preparing proposals for corrective measures in the area of veterinary medicine;

  • Preparation of the inventory and record keeping of the Directorate’s assets;

Department of Veterinary Inspection performs veterinary-sanitary control, which is carried out through supervision, inspection, monitoring, sampling and verification of the application of laws and other regulations related to health care, welfare and reproduction of animals, health and quality of food, products and waste of animal origin, food for animals, drugs and medical devices for veterinary use and water; veterinary sanitary control and fulfillment of conditions in facilities for breeding and keeping animals, for the production and trade of food of animal origin, animal feed, products and waste of animal origin, reproductive material, drugs and medical means for use in veterinary medicine, disinfectants, disinfection and extermination and other poisons for veterinary use; conducting supervision and inspection of animals, food of animal origin and animal feed, conducting experiments on animals, conducting prescribed and ordered measures to prevent the occurrence, detection, prevention of spread, suppression and eradication of infectious diseases of animals; over means of transportation and conditions of transportation, over facilities, equipment, conditions and working methods of entities that perform veterinary activities and veterinary organizations, over obtaining, production, storage of reproductive material; over the use of drugs and medical devices for use in veterinary medicine, as well as over other facilities, means, items and equipment, which may be the source or transmitter of infectious diseases of animals or otherwise endanger their health and the health of people; performs other tasks in this domain.

26.1 Veterinary Inspection Group for Animal Health and Welfare performs veterinary-sanitary control through inspection supervision and verification of the implementation of laws and other regulations related to: health care, animal welfare and reproduction; implementation of veterinary activities in veterinary organizations and other forms of veterinary organization; entities where veterinary activity is carried out; i.e. keeping, production and trade of animals, production and trade of reproductive material, collection and processing of secondary products of animal origin, retail trade and application of medicines, medical devices and medicated feed for animals, traceability and monitoring of animal movements; inspection supervision and checking of facilities and carrying out supervision in facilities within the scope of the Group in order to standardize and implement equal procedures in the area of ​​animal health protection, protection of the well-being of production animals and their reproduction; preparation of the inspection plan of entities and facilities within the subject scope;  performs other tasks in this domain.

26.2 Veterinary Inspection Group for Control of Safety and Quality of food and by-products of animal origin that are not intended for human consumption in production and trade performs veterinary-sanitary control, i.e. general and special conditions for food through inspection supervision over the application of laws and other regulations that refer to:

  • Health control and safety of food, products and by-products of animal origin that are not intended for human consumption, and trade of food for animals that enter the food chain;
  • Control of fulfillment of conditions in facilities for production and trade of food and products of animal origin;
  • Control of fulfillment of conditions in facilities for collection, storage, and processing of secondary products of animal origin that are not intended for human consumption;
  • Inspection supervision and checking of facilities and carrying out supervision in facilities within the scope of the Group in order to standardize and implement equal procedures in the production and trade of food, animal feed and by-products;
  • Preparation of the inspection plan of business entities and facilities within the subject scope;
  • Performing other tasks in this domain.

26.3 Group of veterinary inspection in export facilities  performs veterinary-sanitary control through inspection supervision and verification of the application of laws and other regulations related to: control of the fulfillment of veterinary sanitary conditions, i.e. general and special conditions in facilities for production and trade from which food, products of animal origin, by-products of animal origin are exported that are not intended for human consumption, according to the requirements of importing countries; certification of the safety of food, products and by-products of animal origin in accordance with international standards in this domain, inspection supervision and checking of facilities and supervision in facilities within the scope of the Group in order to standardize and implement equal procedures in the production and trade of food, products and by-products; preparation of the inspection plan of entities in business and facilities within the subject scope;  performs other tasks in this domain.

26.4 Veterinary Inspection Group for control of production and trade of drugs and medical devices for veterinary use, animal feed and medicated animal feed performs veterinary-sanitary control through inspection supervision and verification of the application of laws and other regulations related to: production and trade of medicines, medical devices, application of disinfectants, disinsection and deratization for use in veterinary medicine, production of medicated animal feed; control of fulfillment of conditions in these facilities, certification of production and trade of medicines; inspection supervision and checking of facilities and carrying out supervision in facilities within the scope of the Group in order to standardize and implement equal procedures in the production and trade of drugs and medical devices for use in veterinary medicine and medicated animal feed; monitoring side effects of drugs intended for veterinary use; preparation of the inspection plan of entities in business and facilities from the subject scope;  performs other tasks in this domain.

Divisions and groups of veterinary inspection perform veterinary-sanitary control through inspection supervision and verification of the implementation of laws and other regulations related to: health care, animal welfare and reproduction; health and safety of food, products and by-products of animal origin, animal feed and medicated animal feed, water; veterinary sanitary control in facilities for breeding and keeping animals, facilities for the production and trade of food of animal origin, products and by-products of animal origin, reproductive material, facilities for the production and trade of drugs and medical devices for use in veterinary medicine, animal feed and medicated feed for animals; entities in veterinary activity and veterinary organizations; control of fulfillment of conditions in facilities from the subject scope and verification of supervision in them in order to standardize and implement equal procedures and improve the quality of work of all entities in production and trade from the subject scope; performing other tasks in this domain.

Department of Border Veterinary Inspection  performs veterinary-sanitary control tasks through supervision and inspection of the implementation of laws and other regulations related to: import, export and trade of animals, food, products and waste of animal origin, reproductive material, animal feed, components for animal feed, medicines, medical devices for veterinary use, diagnostic drugs and other items that can transmit infectious animal diseases across the state border; control of health and quality of products, food and waste of animal origin and control of transport conditions of animals, food, products and waste of animal origin; perform other tasks in this domain.

In the Department of Border Veterinary Inspection, smaller internal units outside the headquarters of the Ministry are formed, namely:

  1. Division of Border Veterinary Inspection Belgrade in the regional unit for the municipality of Vršac (border crossing: by road – Vatin, border crossing: by railway – Vršac), municipality of Veliko Gradište (border crossing: by river – Veliko Gradište), municipality of Surčin (border crossing: by air – Airport ” Nikola Tesla”) with headquarters in Belgrade;
  2. Division of Border Veterinary Inspection Subotica in the regional unit for the municipality of Subotica (border crossing: by road – Horgoš, by railway – Subotica), for the municipality of Sombor (border crossing: by river – Bezdan) with headquarters in Subotica;
  3. Division of Border Veterinary Inspection Šid in the regional unit for the municipality of Šid (border crossing: by road – Batrovci and Sremska Rača, by railway – Šid,) with headquarters in Šid;
  4. Group of Border Veterinary Inspection Preševo in the regional unit for the municipality of Preševo (border crossing: by road – Preševo, by railway – Preševo – Ristovac) with headquarters in Preševo;
  5. Group of Border Veterinary Inspection Mali Zvornik in the regional unit for the municipality of Mali Zvornik (border crossing: by road – Novi Most) with headquarters in Mali Zvornik;
  6. Group of Border Veterinary Inspection Dimitrovgrad in the regional unit for the municipality of Dimitrovgrad (border crossing: by road – Gradina, by railway: Dimitrovgrad) with headquarters in Dimitrovgrad;
  7. Group of Border Veterinary Inspection Prijepolje in the regional unit for the municipality of Prijepolje (border crossing: by road – Gostun, by railway – Prijepolje) with headquarters in Prijepolje.

Divisions and groups of the border veterinary inspection perform inspection supervision over the implementation of laws and other regulations related to: import, export and transit of animals, food, products, raw materials and waste of animal origin, reproductive material, animal feed, components for animal feed, medicines, medical devices, diagnostic drugs and other items that can transmit infectious animal diseases; health and quality control of products, raw materials and waste of animal origin and control of conditions of transportation of animals, raw materials and waste of animal origin; preparation of annual and monthly inspection and veterinary-sanitary supervision plans; preparation of instructions and instructions on inspection and veterinary-sanitary supervision and controls; keeping records and drafting reports on performed controls and supervision; analysis of the results of implemented controls and supervision; perform other tasks in this domain.
